Revamp authentication system

Jury no longer uses apache/htpasswd to manage user accounts
Accounts are separate from teams; many users can have access to the same
team. Users can only have access to one team at a time.

Store recognized language extensions in database and query from
submit client through REST API. Obsoletes need to keep LANG_EXTS
in sync in domserver-config.php and submit-config.h.in.

The submit client now depends on the Jsoncpp library; configure
and documentation must still be updated.
